This kind of stuff doesn't happen on Amazon. I realize the "separate company" thing and all that, but eBay SHOULD be concerned because it happens with a purchase ON EBAY and that's how the buyer will see it, whether eBay feels this is right or wrong on the buyer's part. I just discovered this quite by accident one day in October as I was reviewing my business banking account looking for something else. Item listed on in USD using a 'USA only' search, location: California (or anywhere else in USA), shipped from California, arrives on time via USA carrier- but then there's an unannounced "currency conversion fee" through PayPal because the seller has an overseas PayPal account unbeknownst to the buyer. With my comment, I was hoping for SOME kind of a logical, general "f'r instance" that can be put forth without having to involve private account info, because the optics here SEEM to point to the "details of this situation" being the fact that the rule simply doesn't apply to China and Hong Kong without being upfront about it. However, the problem is becoming a pandemic and buyers are getting fed up with it, including this one. I'm perfectly willing to accept that there may be some sort of extenuating circumstance with occasional deals like this one. I cannot share account specific information publicly, but I have contacted the OP and offered more clarity about the transaction.
